Constitutional Changes

The following constitutional changes have been passed at the General JCR Meetings on 10/11/13 and 26/1/14 with the required two-thirds marjority:

The president-elect has been RO in Trinity for years, because the current president could run in the elections for the Duck Representative.
4.2.4 Oversee the organization and appoint committees where appropriate to produce JCR social events, including Balls, Entz and Bops Abolish and replace by Standing Order 14: Election and Appointment of the Ball Committee Social events, such as Entz and Bops are organized by the Entertainment Officers. The executive of the Ball committee is elected by the membership of the JCR.
4.2.6 Work with the Sports Representative and other sports club captains/representatives in advising the Amalgamated Sports Clubs Committee. Act as Treasurer for the Amalgamated Sports Clubs Committee. The Treasurer IS ASC Treasurer, the constitution should make that more specific.
4.3 All members who may vote (the Officers and Executive) must attend committee meetings… All members must attend committee meetings… Over the past years, all JCR committee members voted in JCR committee meetings. We think that every member should be allowed to vote, especially because it is quite random who the ‘officers’ and who the ‘representatives’ are.
4.3.2 The female welfare officer will provide a service analogous to that of a typical Women’s officer… Abolish We now have a specific women’s officer for that role
4.3.4 Description of the Welfare Officer’s Role Add:
Make sure that sexual consent workshops are run during Freshers’ Week.
These workshops have been successfully run during the last two Freshers’ Weeks.
4.3.13 Description of the Charities Representative's role The Charities Representative shall:
  • Oversee the distribution of JCR charity funds and ensure that they are distributed in accordance with the wishes of the JCR according to current policy (consult sections 5.5 and 8).
  • Be responsible for organising a College Raise And Give (RAG) week each year.
  • Coordinate with other Colleges in pursuing this role, through OUSU and other structures

The Charities Representative shall:
  • Ensure there is a charity election in the first two weeks of Michaelmas term each year in which every member of the JCR is entitled to vote. The charity that wins this election will be the St Anne's Charity of the Year and all unspecified fundraising by the St Anne's JCR will go to this charity.
  • Run at least two fundraising events of their choice in Michaelmas term, at least two fundraising events of their choice in Hilary term, and at least one fundraising event of their choice in Trinity term.
  • Act as St Anne's' RAG Rep, attend the fortnightly RAG Rep meetings and publicize all Oxford RAG's events in college.
The description of the charity rep’s role is very outdated. Over the last year, we had very successful charity events and want to keep up the good work. That’s why we want to update the job description to what has been done last year.
4.3.16 Description of the International Students’ Representative’s role Add: The International Student’s Representative should take special care of visiting students This is currently done, but should be stressed in the constitution.
4.4.2 The whole Committee may enjoy a meal at the expense of the JCR once a year, at a cost of no more than 20 Pounds a head. Abolish These dinners are not done anymore – they are too expensive.
5.1 At the beginning of each term subscriptions to the Common Room funds shall be paid to College as demanded on College fees for that term. 5.1 …the Treasurer shall publish an annual summary for the academic year to be displayed on the JCR notice board before the last Ordinary General Meeting of the academic year … the Treasurer shall publish an annual summary for the academic year to be displayed on the JCR notice board no later than fifth week of Michaelmas Term of the following academic year. The financial year ends AFTER the end of trinity term, so accounts can only be displayed in the next academic year.

7.1.2 There shall be two election sessions: the Executive, the two Welfare Officers and Entz Officers and Academic Officer shall be elected in Hilary term. 8.1.2 Caps on Amounts
“Productions and projects” are drama productions, such as plays and musicals; concerts and recitals; magazines and other mediums for expression. Productions and projects produced solely by St Anne’s students, for St Anne’s students: no suggested cap, the JCR should cover the major operating costs…
Abolish This isn’t currently done by the JCR, partly because there is no Arts Fund. We are going to set up a sub-committee next term, made up of committee members and the college representative of the Drama Society to find a new, transparent and fair JCR policy on supporting productions and determine an expenses cap.
8.2; 8.2.1, 8.2.3 The Welfare Fund
These are guidelines for expenditure for the sub-Committee of the Treasurer, Welfare Officers and LGB Representative. In all cases the provisions of section 5 will prevail over the provisions of this section…
Abolish There is no Wefare Fund anymore. It has been abolished for simplicity of the accounts last year. We assign a part of our general budget to Welfare each term.
New: 8.2 New Welfare Spending:
8.2.1 Definition:
Welfare should be taken to refer to responsibilities including, but not limited to, the emotional and sexual wellbeing of the JCR. A welfare-event is any event that promotes welfare within the JCR.
8.2.2 Emotional Wellbeing:
The spending on emotional wellbeing shall be funded by the welfare levy and, if necessary, additional money at the discretion of the JCR Treasurer.
8.2.3 Sexual Wellbeing:
Spending on sexual wellbeing, specifically, any provision of contraceptives or other items that promote sexual health, shall not be funded by the welfare levies. Funding should be sourced from the general grant that college provides to the JCR. The level of funding should be decided by the Treasurer and the Welfare Officers.
This is to replace the previous part of the constitution concerning a welfare fund. There is no longer a specific bank account for welfare, it is better to refer to “welfare spending” and define where the money comes from.
This is also addressing the moral and religious concerns some JCR members had against funding contraception with their welfare levies. We have consulted with this group of students and they have agreed that this constitutional change is the easiest and most feasible solution.
New: 14 New Election and Appointment of the Ball Committee
The St. Anne's Ball Committee shall consist of
  • Ball President
  • Ball Vice-President
  • Ball Treasurer
  • And any further positions created by the President of the Ball Committee as he/she deems necessary for the organisation of the ball.
The President, Vice-President and Treasurer of the Ball Committee shall be elected by the JCR Membership according to the general procedure defined in 1.8 of the Constitution.
For all further positions the President of the Ball Committee shall interview applicants and make appointments accordingly.
The JCR President and the JCR Treasurer shall be ex officio members of the Ball committee and act as a link to the JCR committee.
Last year, the Ball committee has been elected and appointed according to these procedures. Since the Ball has become increasingly important, we believe that part of the ball committee should be elected by the entire JCR body.
